What the statuses mean

Licensed (deposit-taking): may run withdrawable savings (FOSA) accounts as well as take share capital and deposits and give loans.
Authorised (non-withdrawable deposits): members save deposits and share capital and borrow against them; no withdrawable FOSA accounts. This includes larger SACCOs, diaspora SACCOs and digital SACCOs.
Restricted to credit only: may keep lending but may not take new deposits.
Revoked or expired: may not carry on regulated SACCO business.

Many smaller SACCOs are supervised by the Commissioner for Co-operative Development and county co-operative offices rather than SASRA, so they won't appear on SASRA's list. For those, ask the county co-operative office.
